23. Power of State Government to make rules.
(1)The State Government may, by notification in the Official Gazette, make rules for carrying out the provisions of this Act.(2)In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:-(a)the mode and manner of payment to the farmer under sub-section (4) of section 6;(b)the constitution, composition, powers and functions of the Registration Authority, and the procedure for registration under sub-section (2) of section 12;(c)any other matter which is to be, or may be, prescribed, or in respect of which provision is to be made, by rules, by the State Government.(3)Every rule made by the State Government under this Act shall be laid, as soon as may be after it is made, before each House of the State Legislature where it consists of two Houses, or where such Legislature consists of one House, before that House.
