Section 11(3)(c) in The Jammu and Kashmir Casual and Other Workers-Regular Engagement Rules, 2017

(c)Left out Ad hoc/Contractual/Consolidated Workers. - (1) Such workers as are not entitled to regularization under the provisions of the Jammu and Kashmir Civil Services (Special Provisions) Act, 2010, shall also be considered for regular engagement at par with casual, seasonal and daily rated workers subject to fulfillment of prescribed eligibility criteria.
