Section 250(1) in Siliguri Municipal Corporation Act, 1990
(1)No person shall keep any shop or place for retail sale of drugs not being articles of ordinary domestic consumption without or otherwise than in conformity with the terms of a licence granted by the Chief Executive Officer.
