(1)It shall be the duty of the State Government and such officer of authorities as they may authorise to see that the proceedings of [Municipality] [Substituted vide Orissa Act No. 11 of 1994 w.e.f. 31.5.1994.] are in conformity with law and rules in force thereunder.
