(2)Where a protected monument is a village property,-(a)if such property vests in the Panchayat for the village, the Panchayat; or(b)if such property does not vest in the Panchayat for the village, any village officer exercising the powers of management over such property, may exercise the powers conferred upon an owner by section 5.
