Section 9(1) in The Abolition Of Jagirs And Land Reforms Act, 1953 (Bhopal)
(1)Subject to any rules made under this Act, a Licensing Authority may on the application of a dealer and after making such inquiry as it thinks fit, grant a licence to him to sell "Khaddar" or "Khadi".
