Section 19(1) in The Navy (Pay And Allowances) Regulations, 1966
(1)When a scale of pay rises from a minimum to a maximum by annual increments or according to length of service, the increments of pay to officers shall be paid as they fall due: Provided that the Chief of the Naval Staff may, at his discretion, direct an increment to be withheld in respect of an officer whose efficiency or competency is, in his opinion moderate or inferior, for a period of three, six, nine or twelve months from the date on which such increment becomes due, and he shall at the time of imposing the penalty, give orders in writing as to whether the withholding shall have the effect of postponing future increments.
