Having heard Mr. B.K. Sharma, learned senior counsel for the petitioner, we agree with the High Court that the writ petition that was filed before it, did not have the Signature Not Verified nature and character of a public interest litigation.

However, we think it appropriate to make the costs easy 16:06:04 IST Reason:

imposed by the High Court and also grant liberty to the petitioner if he has any personal grievance, to approach the competent authority/forum as requisite in law, the SLP(C) 5898/2018 2 proceedings of which shall be decided without being influenced by the observations made by the High Court or our non-interference.
The special leave petition is, accordingly, disposed of.
