(2)Except as otherwise provided in the Act or elsewhere in these rules, the question whether direct recruitment shall be made by holding a competitive examination or an interview, or both and in case of recruitment by promotion the field of eligibility from which the candidates shall be considered for selection, shall be decided by the appointing authority in accordance with any general or special instructions that may be issued by the State Government from time to time.
