1. This hearing has been done through hybrid mode.

2. On the last date of hearing i.e., 4th February, 2026, this Court had considered the status reports placed on record by the Commissioner of Police, Delhi as also Director General of Prisons, Delhi while considering the issue as to how data from the Courts dealing with criminal cases can be integrated with NCRB (hereinafter, 'National Crime Records Bureau'). While considering the said status reports, the Court had issued the following directions:

16. Heard. In the light of the two status reports that have been placed on record today, this Court is of the opinion that steps ought to be explored for integrating data on the NCRB portal, relating to complaint cases which do not result in FIRs as also complaint cases which are pending or decided by the competent Courts.
17. Accordingly, issue notice to Director, NCRB as also DDG, NIC with whom the NCRB data base is being managed. Let the aforesaid authorities file status reports as to whether any steps have been contemplated for integrating the following data on the NCRB portal and if so, whether any department is looking into the matter or not:
(i) Pending criminal cases against the Prison inmates, apart from the case in which they are lodged in jail;
(ii) Complaint cases which do not result in FIRs;
(ii) Complaint cases which are pending or decided by the competent Courts.

18. Let the status reports be filed by the next date of hearing.

19. In the facts of the present case, a perusal of the order on sentence dated 10th January, 2025 passed by the Additional Sessions Judge, (FTC)-02, South-East District, Saket Courts, New Delhi would reveal that the matter was referred to the Delhi Legal Service Authority (hereinafter, 'DLSA'), South East for awarding compensation to the family of the deceased and the complainant.

20. Accordingly, let a Status report be filed by DLSA, South East as to whether compensation has been calculated and any disbursement has been made or not...."

3. Today, three status reports have been filed on behalf of the following persons:

(i) Deputy Director, Crime and Criminal tracking Network & Systems (hereinafter, 'CCTNS') Services from the NCRB. The said status report is taken on record.
(ii) Deputy Director General, National Informatics Centre (hereinafter, 'NIC');
(iii) Deputy Commissioner of Police, Crime Branch, New Delhi.

4. Mr. Ritesh Kumar Bahri, ld. APP has made his submissions. The Court has also interacted with Mr. D. Bhattacharjee, Assistant Director, NCRB and Mr. Shashi Kant Sharma, Deputy Director General, NIC. From the interaction and from the status reports that have been placed on record, the following aspects emanate:

(i) Data relating to Kalandaras being collected by NCRB.: It is clarified by Mr. D. Bhattacharjee that in respect of cases which do not result in F.I.R., data from kalandras is already being collected by the NCRB.
(ii) Digital Recording of case details by Court Registries: In respect of complaint cases which are pending or decided by the competent Courts, it has been suggested that respective Court Registries ought to digitally record the relevant details of the said cases such as:
● CNR No.;
● Name and parentage of the accused;
● Nature of the offense;
● Status of the proceedings and the final outcome.

(iii) Creation of Integrated Biometric-based Criminal Profile for Bail consideration: In order to enable retrieval of a comprehensive profile of any particular individual, particularly one lodged in jail, including details of past conduct, past and present F.I.Rs registered against such individual as also other criminal proceedings against such individual, according to Mr. Shashi Kant Sharma, it would be relevant to capture and store the biometric data of such individuals within the database. This would facilitate the extraction of complete and accurate information at the stage of consideration of bail, thereby placing the individual's entire antecedent profile before the Court. In this context, it has also been suggested that linkage with Aadhaar ID may be explored, as biometric data is already available therein.

5. Considering the aforesaid suggestions placed before the Court today, let Mr. D. Bhattacharjee and Mr. Shashi Kant Sharma convene a meeting and place before this Court their considered suggestions on the following aspects:

(i) The manner and mechanism in which data available in the NCRB database can be effectively made accessible to the Courts;
                                    (ii)      Integration of ICJS data with NCRB data;
                                    (iii)     Integration of Aadhaar related information onto NCRB database.
6. Let a joint status report be filed on behalf of the NCRB and the NIC, by the next date of hearing.
7. In the facts of the present case, in terms of the previous order dated 4th February, 2026, which has been extracted above, the Court had directed DLSA, South East to file a status report as to the disbursal of compensation to the family of the deceased and the complainant.

9. Let Mr. Ritesh Kumar Bahri, ld. APP, through the concerned Investigating Officer (hereinafter, 'IO'), verify the details and confirm the receipt of payments of compensation by the DSLSA.

10. In addition, both the children of the deceased shall be served through the concerned IO and they shall remain physically present before this Court, on the next date of hearing.

11. The IO shall also verify as to whether the compensation has been paid to the children or not.

12. Pertinently, the presence of the children of the deceased is being directed as the Court has been informed by ld. Counsel for DSLSA that one of the children has expressed a desire to pursue further education. In this respect, let both the children be physically present before this Court, on the next date of hearing.

13. List for hearing on 15th July, 2026.

14. This matter shall be treated as a Part-heard.
