Section 22(3) in West Bengal Town and Country (Planning and Development) Act, 1979
(3)If for any reason the Chairman of the [Kolkata] [Substituted by Section 5 of the West Bengal Capital City (Change of Name) Act, 2001 (West Bengal Act No. 18 of 2001) (w.r.e.f. 1.1.2001) for "Calcutta"] Metropolitan Development Authority is unable to attend any meeting of the Advisory Council, such meeting shall be presided over by the Vice-Chairman. If both the Chairman and the Vice-Chairman are absent. the members present shall elect one amongst themselves to preside over the meeting.
