Section 17(1) in Kashmir and Jammu Universities Act, 1969
(1)The Registrar of a University shall be a wholetime officer and shall be appointed by the University Council on the recommendation of the Selection Committee, constituted under section 36 (1). The terms and conditions of service and the emoluments of the Registrar shall be such as the University Council concerned may from time to time prescribe.
