Section 16(3) in The Orissa (State) Council of Culture Rules, 1990
(3)All the nominations received by the specified date shall be placed before the Awards Committee and, after the scrutiny and report of the said Committee before the Board. Finally, the Board shall select the person on whom the honour is to be conferred.
