Portable and transportable machines .-The person authorised to operate an electrically driven coal-cutter, or other portable or transportable machine, shall not leave the machine while it is in operation and shall, before leaving the area in which such machine is operating, ensure that the supply is disconnected from the flexible cable which supplies the machine. When any such machine is in operation, steps shall be taken to ensure that the flexible cable is not dragged along by the machine:
