Section 11(3) in The Gujarat Ayurved University Act, 1965

(3)It shall be the duty of the Vice-Chancellor to ensure that this Act, the [Statutes, Ordinances, Regulations and Rules] [Substituted for 'the Statutes, Ordinances and Rules' by Gujarat No. 30 of 2003, dated 19th September 2003.] are faithfully observed and he shall have all powers necessary for the purpose.
