(1)If the Syndicate is satisfied that any private college has not complied with any provision contained in this Act, it may recommend to the Government for withholding or discontinuing aid or grant or it may disaffiliate the college from the University:Provided that before disaffiliating a college, the educational agency and the governing body or managing council, as the case may be, shall be given an opportunity of being heard.
