Section 8 in The Establishment Of New Medical Colleges, Opening Of Higher Courses Of Study And Increase Of Admission Capacity In Medical Colleges Regulation, 1993
8. that the applicant has a feasible and time bound expansion programme to provide additional beds and infrastructural facilities, as prescribed by the Medical Council of India, by way of upgradation of the existing hospital or establishment of new hospital or both so as to collectively provide the following bed complement within a period of four years form the date of grant of permission to set up the proposed medical college :
