Section 31(1) in The Bihar Narcotic Drugs and Psychotropic Substances Rules, 1985
(1)Warehouses for the sale of opium for oral consumption shall be established as such places as the Commissioner of Excise may, from time to time direct.The opium for oral consumption required for sale at a warehouse may be obtained from a Government Treasury.
