Section 131(2) in The Navy (Pay And Allowances) Regulations, 1966
(2)The notional pay in respect of sailors stagnating at the maximum of the lower scale shall be arrived at by increasing the pay by an amount equal to the last increment in the lower scale before pay is fixed in the higher scale at the stage next above the notional pay under sub-regulation (1) above.
