1. The issues under consideration i.e. the reliefs sought by the complainant in his complaint dated 08.02.2018 due to alleged non-supply of information vide his RTI application dated 21.08.2017 are as under :

2. Succinctly facts of the case are that the complainant filed an application dated 21.08.2017 under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO), Punjab National Bank, Head Office, Dwarka, New Delhi, seeking information:

(i) True copy of the circular No.369 dated June 12, 2017 issued by HRMD for promotion of workmen from subordinate cadre to clerical cadre-2017.

(ii) True copy of list of other than graduate category candidates marked eligible. for online test dated 23/07/2017.

(iii) True copy of the result and allocation of candidates approved for promotion which was uploaded by the Management on the Notice Board on July 28, 2017.

(iv) True copy of print out of online questions along-with answers as given by the under-signed applicant of online test dated 23/07/2017.

(v) True copy of print out of online questions along-with answers as given by the candidates who are passed out online test dated 23/07/2017 and further promoted on clerical cadre in Kurukshetra Circle in Chandigarh Zone Haryana.

(vi) That, how much marks secured by the applicant in the online test dated 23/07/2017, kindly inform to the applicant.

(vii) That, how much marks secured by all the candidates who are passed out online test dated 23/07/2017 and further promoted on clerical cadre in Kurukshetra Circle in Chandigarh Zone Haryana.

(viii) That, how much minimum passed out marks and maximum passed out marks remains in the merit list which was prepare by the Bank Management after online test dated 23/07/2017.

(ix) That the applicant want to inspect complete record relating to the promotion of workmen from subordinate cadre to clerical cadre-2017, kindly direct the HRD Division keep the concerned record one side and intimate the date and time in this regard to the under-signed applicant.

(x) That provide the name of Official who prepare and finalized the merit list after online test dated 23/07/2017.

The CPIO replied on 25.09.2017. Dissatisfied with the response of the CPIO, the complainant filed first appeal dated 16.10.2017. The First Appellate Authority disposed of the first appeal vide order dated 20.11.2017. Aggrieved by this, the complainant has filed a complaint dated 08.02.2018 before this Commission which is under consideration.

3. The complainant filed the instant complaint dated 08.02.2018 inter alia on the grounds that the information provided by the respondent was unsatisfactory.

4. The CPIO vide letter 25.09.2017 and provided point-wise reply and denied the information on point no. 7 of the RTI application as the same was relating to third party. The FAA upheld the response given by the CPIO.

5. The complainant attended the hearing through video conference and on behalf of the respondent Shri Ranjit Singh, Chief Manager, Punjab National Bank, Head Office, New Delhi attended the hearing in person. 5.1. The complainant submitted that he was not satisfied with the information provided by the respondent on point no. 5 of RTI application. 5.2. The respondent submitted that they had furnished point-wise reply and the complainant was informed that the test having been conducted online, the set of questions were available through IBPS Mumbai. The complainant had not mentioned name of any particular candidate and even in that case the process of tracking results had been intimate to him. Further, the complainant had raised a grievance of non-selection and he had been informed that his promotion was not cleared due to pending charges filed against him.

The Commission after adverting to the facts and circumstances of the case, hearing both the parties and perusal of records, feels that due reply was given by the respondent vide letter dated 25.09.2017. The complainant has raised grievance for non-selection in the examination for promotion of staff members. However, this is not an appropriate forum for redressal of grievance. Accordingly, the complaint is rejected.

Copy of the decision be provided free of cost to the parties.
