Section 6(a) in The Rajasthan Municipal Service (Revised Pay Scales) Rules, 1970
(a)Where the pay in the revised pay scales is fixed at the minimum of the scale, and the difference between the pay so fixed and the pay in the existing pay scale results in a benefit equal to or more than the amount of one increment in the revised pay scale, his next increment in the revised pay scale, shall become due after completing the full incremental period as laid down under Rule 31 of the Rajasthan Service Rules, 1951.
