Section 12(2) in Orissa Prevention of Blackmarketing and Maintenance of Supplies of Essential Commodities (Conditions off Preventive Detention) Order, 1979
(2)All funds so received shall be kept by the Superintendent and spent by him on behalf of the detenu. No part of the funds so received or the unspent balance shall be paid to the detenu except at the time of his release from the detention.
