(1)A legal practitioner shall not be entitled to appear before the Charity Commissioner, Joint Charity Commissioner, Deputy Charity Commissioner or, as the case may be, the Assistant Charity Commissioner on behalf of any public trust in any proceeding under this Act, save with the previous sanction of such officer.
