(5)Procedure for application and sanction of the licences. - Application for the gram of any licence cited in sub-rule (1) shall be submitted to the licensing authority specified in sub-rule (3), who may, after necessary enquiries and observing the procedure prescribed by the State Government, or the Excise Commissioner, may grant licence if the applicant is found suitable or refuse to grant the licence.
