(3)Where a license or approval, which has been renewed for more than one year, is surrendered before its expiry, the renewal fee paid for the un-expired portion of the license shall be refunded to the licensee provided that no refund of renewal fee shall be made for the year during which the Chief Controller or Controller receives the renewed license for surrender.
