Section 25(1) in The Bengal Public Demands Recovery Act, 1913
(1)Where no application is made under Sections 22, 23 or 24 where such an application is made and disallowed, the Certificate Officer shall make an order confirming the sale, and thereupon the sale shall become absolute.
