(a)by telegram in the case of-(i)accidents deemed, under the Explanation to rule 3, to be serious by reason of loss of human life;(ii)accidents by reason of which the permanent way is likely to be blocked for more than twenty-four hours; and(iii)train-wrecking or attempted train-wrecking; and
