- Whoever, in contravention of any general or special prohibition issued by the committee, without the permission of the committee, beats a drum or tomtom, blows a horn or trumpet or beats or sounds any brass or other instrument or utensil, shall be punishable with a fine which shall not be less than twenty-five rupees and more than two hundred rupees.Explanation I. - In the case of bands, each individual member of such band shall be punishable under this section.Explanation II. - For the purposes of this section "instrument" shall include a gramophone, a wireless receiver, a loudspeaker or any electrically or mechanically operated instrument capable of producing loud noises.
