Section 14(2) in U.P. Zila Panchayats Service Rules, 1970
(2)Seniority of officers and servants referred to in sub-section (1) of Section 46 of the Act, shall to the extent not covered by sub-rule (1) above, be determined in accordance with any general or special directions as may be issued in this behalf by the State Government, from time to time.
