Section 10(ii) in The Rajasthan Soil and Water Conservation Rules, 1966
(ii)When a plan covers more than one Panchayat Samiti area or when such plan is beyond the financial competence of the District Soil Conservation Officer, it shall be submitted to the District Committee for sanction within the limit of its financial powers.
