Section 22(9) in The M.P. Zila Panchayat (Business) Rules, 1998
(9)The Chief Executive Officer shall pass an order in accordance with the rules for imposing minor penalty in disciplinary proceedings against such categories of employees, as may be specified under the control of Zila Panchayat.
