Section 17(7) in Haryana (Prevention and Control of Water Pollution) Rules, 1978
(7)The Member-Secretary shall allow the annual increments of all officers or employees the maximum of whose pay-scales exceeds Rs 1,100. The annual increments of other employees of the Board shall be allowed by an officer and officers authorized in this behalf by the Member-Secretary :Provided that the increment of an officer or an employee shall be with held only with the approval of the Chairman.
