- If after the commencement of this Act, any money-lender or his agent takes from a debtor at the time of advancing a loan or deducts out of the principal of such loan any premium or other exactions of a similar nature by whatever name called or known, such moneylender or his agent, as the case may be, shall be punishable with fine, not exceeding twice the amount of such premium or exaction.
