Section 19(1)(f) in Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016

(f)if the lessee exercises the right of first refusal in terms of clause (e) and matches the highest final offer price, the lessee shall deemed to be the preferred bidder in place of the earlier preferred bidder declared after the second round of auction and shall be entitled to the mining lease in the manner provided in the Mineral (Auction) Rules, 2015.
