Section 51(1) in The Delhi Agricultural Produce Marketing (Election) Rules, 2000
(1)Every ballot paper which is not rejected under rule 50 shall be counted as one valid vote for all such candidates as there are marks subject to the number of vacancies.Provided that no cover containing tendered ballot shall be opened and no such paper shall be counted.
