Section 16(1) in M.P. Paramedical Council (Election of Members) Regulations, 2001
(1)Every elector desirous of recording her or his vote, shall fill in the declaration form and send her or his voting paper at his own cost by registered post to the Returning Officer recording her or his vote thereon in the manner prescribed therein. Voting paper handed over in person by a voter shall be accepted as valid, for which a receipt shall be given.
