Section 20(4) in The Manipur Hill Areas Autonomous District Council Act, 2000
(4)All other officers and staff of the District Council shall be subordinate to the Chief Executive Officer of the District Council. The Chief Executive Officer shall have the rights of being present at a Meeting of the District Council as that of the Members of the District Council.
