Section 12(5) in The Bihar Electricity Supply Undertakings (Acquisition) Act, 1979
(5)Where the documents aforesaid have been taken possession of by the State Government or the Board, as the case may be, the licensee or any person authorised by him in this behalf, shall have access to such documents at all reasonable times and shall also be entitled to take copies thereof or extracts therefrom.
