Section 77(4) in Orissa Panchayat Samiti Accounting Procedure Rules, 2002
(4)The Junior Engineer of the Panchayat Samiti shall give a certificates as under-"Certified that I have personally visited the spot and prepared the estimate using the sanctioned Schedule of rates and providing for the most economical and safe way of executing the work."
