Section 25(1) in The U.P. Private Forests Rules, 1950
(1)The Divisional Forest Officer may on an application made in this behalf issue with the sanction of the Chief Conservator, a permit in Form II for the breaking up a land in a vested forest for cultivation on condition specified therein and subject to the instructions contained in Rule 4.
