Section 27(a) in The Meghalaya Cinemas (Regulation) Rules
(a)The licensee shall make arrangements to the satisfaction of the Licensing Authority for the sale of tickets for admission tickets shall be numbered to correspond to the numbers of the respective seat in the auditorium and no more tickets shall be sold for any performance than there are seats available.
