(3)to affiliate to itself or to recognize colleges, institutions, institutes or centres in respect of all or any of the following subjects, namely, dance, drama, music and arts, and, but not in respect of any other branch of humanities or any branch of science, and to disaffiliate a college, institution, institute or centre in such subject or subjects or to withdraw such affiliation or recognition;
