(1)Every application for registration shall be made to a registering authority within the local limits of whose jurisdiction thne owner of the inland [mechanically propelled vessel] [Substituted by Act 35 of 1977, Section 5, for " steam-vessel" (w.e.f. 1.5.1978)] ordinarily resides or carries on business.
