Section 21 in The Water (Prevention And Control Of Pollution) Rules, 1975
21. Power to incur expenditure .-The Central Board shall incur expenditure out of the funds received by it in accordance with the instructions laid down under the General Financial Rules of the Central Government and other instructions issued by the Government from time to time.
