Section 23B(ix) in The Kalyani University Act, 1981
(ix)to recommend to the Executive Council the temporary take over of the management of an affiliated or a recognized college or institution, other than a Government College, in consultation with the Executive Council in order to ensure that proper standards of teaching, training or instruction are maintained therein;
