Section 17 in Delhi Lokayukta and Upalokayukta Act, 1995
17. For the removal of doubts it is hereby declared that nothing in this Act shall be construed to authorize the Lokayukta or an Upalokayukta to inquire into an allegation against.
(a)any member of the Judicial Services who is under the administrative control of the High Court under Article 235 of the Constitution;(b)any person who is a member of a Civil Service of the Union or an All India Service or Civil Service of a State or holds a Civil post under the Union or a State in connection with the affairs of Delhi.
