(3)Notwithstanding anything contained in sub-sections (1) and (2) the Registrar or persons authorized by him or an arbitrator may admit a dispute or appeal as the case may be, after the expiry of the period of I imitation, if the applicant satisfies the Registrar or persons authorized by him or an arbitrator that he had sufficient cause for not referring the dispute or preferring the appeal within such period.
