Section 22(e) in Bihar State Universities (Patna, University of Bihar, Bhagalpur and Ranchi) Act, 1960
(e)Save as otherwise provided by this Act or the Statutes, shall appoint officers (other than the Vice-Chancellor and the Treasurer) and teachers of the University and shall define their duties and provide for the filling of temporary vacancies in the offices of such officers and teachers ;
