(i) RE : REPORTED DETECTION OF CERTAIN TOXIC PESTICIDES RESIDUES IN SOFT DRINKS श्री रामजीलाल सुमन (फिरोजाबाद) : अध्यक्ष जी, मैं आपके माध्यम से निवेदन कर रहा था कि हमारे देश में इन कंपनियों द्वारा लम्बे समय से यह गोरखधंधा चलाया जा रहा है लेकिन भारतीय मानक ब्यूरो ने इस संबंध में कोई भी कार्रवाई नहीं की है। ये बहुराष्ट्रीय कंपनियां आम लोगों के जीवन के साथ खिलवाड़ कर रही हैं। सीएसई के निदेशक सुनीता नारायण के मुताबिक हमारे देश में बोतल-बंद पानी के लिए तो कानून हैं लेकिन शीतल पेय के लिए कोई कानून नहीं है। इसलिए भारत सरकार की चुप्पी शंका के घेरे में आती है। यूरोपीय मानकों के मुताबिक भारत में कोका-कोला में ४५ गुना, फैंटा में ४३ गुना, मिरिंडा और ऑरेंज में ३० गुना, पैप्सी में ३७ गुना, सैवन-अप में ३७ गुना, लिम्का में ३० गुना, ब्ल्यू-पैप्सी में २९ गुना, माउंट एंड डयू में २८ गुना, थम्प-अप में ३२ गुना, डाइट-पैप्सी में १४ गुना और स्प्राइट में ११ गुना आर्सनिक कंटेंट हैं, जोकि यूरोपीय मानकों से कहीं ज्यादा हैं। ये जो कीटनाशक तत्व हैं इनसे खतरनाक बीमारियां फैलती हैं। यह बहुत गंभीर सवाल है। बहुराष्ट्रीय कंपनियों को इस देश में खुली छूट दी गयी है क्योंकि हमारे देश में दंड का प्रावधान नहीं है। इसलिए इनके द्वारा हमारे देश में खुला खेल हो रहा है। इनके सेवन से तत्काल मौत तो नहीं होती है लेकिन कैंसर जैसी बीमारियां आहिस्ता-आहिस्ता होती हैं। इन कंपनियों के खिलाफ प्रभावी कार्रवाई का न होना गंभीरता का विषय है। यह जो जांच की गयी है उसमें हर ब्रांड के तीन-तीन सैम्पल लिये गये थे। बोतल-बंद शीतल पेयों में ५० प्रतिशत तक सीसा और आर्सनिक तत्वों और भारी धातुओं का अपमिश्रण करने की इजाजत कैसे दी गयी?…( व्यवधान) अध्यक्ष महोदय, हम आपका संरक्षण चाहते हैं।

SHRI N.N. KRISHNADAS (PALGHAT):Sir, there is a plant of Coca-Cola in Plachimada which is in Palghat district of Kerala. The management has given the waste of that Coca-Cola plant as manure to the farmers. It is very dangerous to the cultivation in that area because they are using ground water. That area is an agricultural area and due to their using ground water, farmers are finding it very difficult to cultivate that area of Palghat district. There is no water for agriculture purpose. Due to this reason, I demand a ban on Coca-Cola company in our country.
Sir, I demand, through you, that the Government should ban Coca-Cola. It is very dangerous that Pepsi and Coca-Cola are making soft drinks which contain high level of pesticides. So, I demand a ban on them.

श्री सुरेश रामराव जाधव (परभनी) : अध्यक्ष महोदय, इस विषय पर मैंने काम रोको प्रस्ताव दिया है। बाहर शीतल पेय - कोका कोला, पैप्सी, मरिन्डा आदि - बनाने वाली मल्टी नेशनल कम्पनियां भारतीय शिशुओं और बालक-बालिकाओं को जहर पिला रही हैं। इन पेयजलों में अमरीका और यूरोपीय देशों की तुलना में कीटनाशक अधिक हैं। यह सिद्ध हो चुका है कि ये पेयजल खतरनाक है। लेकिन खेद की बात है कि भारत सरकार के मानक ब्यूरो द्वारा अभी तक कोई मानक तय नही किया गया है। मैं आपके माध्यम से केन्द्र सरकार से प्रार्थना करना चाहता हूं कि यह जहरीला शीतल पेय जो पिलाया जा रहा है, उस पर कार्यवाही की जाए। इन जहरीले पेयजलों में ११ प्रतिशत से ७० प्रतिशत तक कीटनाशक हैं। ये मल्टीनेशनल कम्पनियां देश को लूट रही हैं और हमारे बच्चों को जहरीला पेयजल पिला रही हैं। मैं आपके माध्यम से सरकार से प्रार्थना करना चाहता हूं कि इन पेयजलों में कीटनाशक होने के मानक तय करे। मैं अपने दल शिवसेना की ओर से भी इस पर रोक लगाने की मांग करता हूं।
SHRI PRABODH PANDA (MIDNAPORE): Today, all over the country, ‘water marches’ are being observed. Even in Delhi, near India Gate, one ‘march’ is being observed under the leadership of the Water Resources Minister of our country.
What is most alarming is that today, most of the newspapers published the most alarming news in regard to soft-drinks. The Centre for Science and Environment has announced in a Press Conference that the samples of 12 soft-drink brands collected for testing contained residues of pesticides and insecticides that are far extremely toxic, that is, Lindane, DDT, Malathion and Chlorpyrifos. The Director stated that in all these samples, the levels of pesticides far exceeded the maximum residue limits. He further stated that each sample has enough poison to cause long-term cancer, damage to the nervous and reproductive system, birth defects and severe disruption of bone mineral density.
I urge the Government to respond to this and ban all these soft-drinks to protect the citizens of our country.

श्री राजेश रंजन उर्फ पप्पू यादव (पूर्णिया) : अध्यक्ष महोदय, भारत सरकार ने इस घटना के पहले भी शीतल पेयजल की कम्पनियों पर कठोर कार्यवाही करने की बात कही थी। लेकिन छ: महीने के बाद ही सैंटर फार साइंस एंडज् एनवायर्नमेंट ने मरिन्डा, कोका-कोला और पैप्सी तथा अन्य पेयजलों का मामला उठाया है। यह मुद्दा सिर्फ बहस का मुद्दा नहीं है, बहुत चिन्तन और मंथन का मुद्दा है। यह मुद्दा हमारी आने वाली पीढ़ी से संबंधित है और देश का भविष्य निर्धारित करता है। इस विषय पर यदि जीरो आवर में ही बहस करके समाप्त कर दिया जाएगा, तो उचित नहीं होगा। इन पेयजलों में सीएसई द्वारा ५० प्रतिशत से ७० प्रतिशत अधिक कीटनाशक होने की बात कही है। यह केवल बहस का मुद्दा नहीं है। अमेरिका में ऐसे शीतल पेय में एक परसैंट भी कीटनाशक नहीं होता है। आखिर इसका क्या कारण है? हिन्दुस्तान के पूंजीपति बाहर की कम्पनियों को बढ़ावा दे रहे हैं। इसके पीछे किस की ताकत है? इस बारे में सरकार द्वारा निर्णय लेने के बाद भी खुले आम बोतल बंद शीतल पेय जल जहर की तरह लोगों के बीच बांटा जा रहा है। मैं सरकार से जानना चाहता हूं कि इसके पीछे कौन सी ताकत है? यह केवल बहस का मुद्दा नहीं है? यह सबसे बड़ा और गम्भीर मुद्दा है। कोका-कोला, पेप्सी जैसे शीतल पेय पर शीघ्र बैन लगाने की बात माननीय मंत्री जी करें। विदेशी कम्पनियां जो ऐसी चीजों को बेचती हैं और जिनसे हिन्दुस्तान के बच्चे और कई करोड़ लोग प्रभावित होते हैं, उन पर सरकार अविलम्ब बैन लगाए। जिन चीजों के इस्तेमाल से मानवीय हित की रक्षा न हो, उन्हें सरकार प्राथमिकता न दे। मैं इस बारे में सरकार का जवाब चाहता हूं। यह एक गम्भीर मामला है। सरकार इसकी जांच के लिए कमीशन नियुक्त करे। मैं इस मामले में जांच की मांग करता हूं। …( व्यवधान)

SHRI ANIL BASU (ARAMBAGH): Sir, I am grateful to you for allowing me to raise this matter of urgent public importance which is affecting millions of our children and youngsters. After detailed investigation, the Centre for Science and Environment found high residues of individual pesticides in samples of soft drinks collected in Delhi. An average of 15 times higher DDT, 21 times higher lindane, 42 times higher chlorpyrifos, and 87 times higher malathion were found in those samples. The presence of various pesticides and insecticides in the soft drinks has exceeded the EEC limits by 70 times in Mirinda Lemon, by 40 times in Coke, by 37 times in Pepsi, and by 22 times in Thums Up.
Sir, it is alarming that though certification is mandatory, there is nothing to ensure it in the food industry. There are no norms at all for an industry which is established here. The arsenic content found in soft drinks is about 0.5 parts per million (ppm). The Bureau of Indian Standards says it should be 0.25 ppm. The upper limit for bottled water is 0.05 ppm. It is surprising that the Government of India is allowing 50 times more arsenic in soft drinks. These multinational companies are following the norms strictly in America and European countries but they are killing our children in the Third world countries like India.
These multinational companies must be dealt with strongly. We have the sad experience of Bhopal. After Bhopal gas tragedy, we could not do anything against the multinational company which caused it. … (Interruptions) The multinational companies are feeding arsenic to our young children. … (Interruptions) This is a dangerous thing. The Government of India is allowing all this to happen. The Government of India is playing with millions of our young children. The Government must address this issue now to the satisfaction of the House.
SHRI RAMESH CHENNITHALA (MAVELIKARA): Sir, this is a very serious issue. Every section of this House is very much concerned about it. The entire country is concerned about it.
A news-item has appeared in all the newspapers today regarding the Pepsi, Coca Cola and other soft drinks in the country. We do not know about the details. But a panic has been spread all over the country. Some institute has come out with certain findings. We do not know whether they are correct or not. But it has been widely publicised in the country.
Sir, the alarming thing is that if people consume these items, they will get cancer and other diseases. So, I would like to request the hon. Minister of Health to come out with the facts because people are consuming these drinks in a large number, especially children. Even the school-going children and youngsters are consuming them. So, this is a very serious issue. People are complaining about these multinational companies.
Sir, Shri Krishnadas has rightly pointed out about a Coca Cola plant in Plachimada. The drinking water is an acute problem in Palakkad district. Plachimada is an area where a new Coca Cola plant has been set up. The State Government has also shown a serious concern about it. Drinking water is a great problem there. Farmers are affected there. The wastes of the company are also creating pollution problem there. So, all these kinds of activities by this multinational company have to be stopped.
So, once again I would request the hon. Minister of Health to come out with a proper explanation after finding out all the facts and details. Thank you.

श्री नवल किशोर राय (सीतामढ़ी) : अध्यक्ष जी, सब से पहले मैं आपका धन्यवाद व्यक्त करता हूं कि देश में अभी जो समाचार-पत्रों में छपा है कि १२ शीतल पेयों में कीटनाशक तत्व पाये जाने के संबंध में देश को चिन्ता है, उस विषय पर मुझे बोलने के लिये अवसर दिया। इन १२ शीतल पेय बनाने वाली कम्पनियों में - कोका कोला, पैप्सी, फैंटा, थम्स अप वगैरह के बारे में माननीय सदस्यों ने जिक्र किया है। ऐसा समाचार देश के सभी समाचार-पत्रों और इलैक्ट्रौनिक मीडिया में आया है। देश को इस बात की चिन्ता लग गई कि जहां पैस्टीसाइड रेज़िडयु की मात्रा एक प्रतिशत होनी चाहिये थी, वहां यह ७० गुना हो गई है। सर्वेक्षण रिपोर्ट में बताया गया है कि इससे कैंसर जैसी भयानक बीमारी लम्बे समय से इसके पानी पीने से हो सकती है। आज देश की १०० करोड़ जनता संकट में है। मैं आपके माध्यम से यह प्रश्न रख रहा हूं कि वर्षों से विदेशी शीतल पेय कम्पनियों द्वारा ये शीतल पेय बड़े पैमाने पर बेचे जा रहे हैं, देश के लोग इतने भयानक रोगों से ग्रसित हो रहे हैं जिनके पीछे इन विदेशी कम्पनियों का हाथ है, इसकी जांच होनी चाहिये कि कितने समय से इस प्रकार का असर पड़ा है।
अध्यक्ष जी, मेरा दूसरा विषय यह है कि विदेशी शीतल पेय कम्पनियां - कोका कोला, पैप्सी के पेय पदार्थ दूसरे देशों में बेचे जाते हैं, वहां कीटनाशक तत्व बहुत कम मात्रा में पाये जाते हैं। यह एक गम्भीर साजिश है जिसकी जांच होनी चाहिये। मैंने आपके माध्यम से कार्य स्थगन प्रस्ताव दिया है, यह अत्यंत गम्भीर विषय है, इस पर सम्पूर्ण सदन में बहस कराई जाय ।

SHRI K. MALAISAMY : Mr. Speaker, Sir, there has been a report by the Centre for Science and Environment (CSE) published in every newspaper today in clear and unequivocal terms that the soft drinks made by the companies, namely, Coca cola / Pepsi etc. contain pesticides and insecticides which are mainly used to kill pests and insects. Now, they have started killing the small children, in a sense, that these soft drinks are working as a slow poison and a silent killer.
Sir, it has been very widely reported that these drinks contain toxic pesticides and insecticides. It has been said that the Indianised products of these soft drinks contain these things.
They cannot equate what is produced in other countries. We are not concerned about what is produced there. We are concerned with what is produced in India which contains these kinds of insecticides, pesticides, etc. I will read out a small portion of test report which will explain the harmful effects of those drinks. It says that consuming those drinks would cause long-term cancer; it would cause damage to nervous and reproductive systems; it would cause birth defects; it would cause severe disruption to immune system.
I was told that if an extracted tooth is dipped into Pepsi or Coca Cola, after 48 hours the tooth would vanish. This is the effect of Coca Cola and Pepsi. I want a specific answer from the hon. Minister as to what she proposes to do. The Minister may try to say that it would create problems legally and all other things. We are not concerned about the reasons. So, pending all the formalities, we need a total ban on those soft drinks.

श्रीमती रेनु कुमारी : महोदय, मैं बहुत कम शब्दों में मेरे से पूर्व इस विषय पर बोलने वाले सभी माननीय सदस्यों के साथ अपनी बात को जोड़ते हुए कहना चाहती हूं कि इससे हमारे देश के नागरिकों को बहुत नुकसान पहुंचा है और सबसे महत्वपूर्ण बात यह है कि सैन्टर फॉर साइंस एंड एनवायरनमैन्ट ने इस चीज का खुलासा किया है कि शीतय पेय पदार्थों में जहर मिला हुआ है। इस पर कोका कोला इंडिया और पेप्सी इंडिया के मालिकों ने कहा है कि हम इस सैन्टर के खिलाफ कानूनी कार्रवाई करेंगे - जो बहुत दुखद है और हमारे देश के लिए लज्जाजनक बात है। मैं आग्रह करना चाहती हूं कि सरकार ऐसी कंपनियों को देश से बाहर निकाले और इन्हें कड़ी से कड़ी सजा दे।
श्री किरीट सोमैया (मुम्बई उत्तर पूर्व) : अध्यक्ष महोदय, मैं माननीय मंत्री जी से यही विनती करूंगा कि वास्तव में किसने सैम्पल लिया, किस तरह का सैम्पल लिया गया, कहां-कहां से सैम्पल लिया गया और इन सैम्पल्स को चैक करने के लिए क्या हैल्थ मनिस्ट्री में कोई व्यवस्था है। यदि इनमें कोई डिफैक्ट पाया गया तो इस संबंध में सरकार क्या एक्शन और निर्णय लेगी, यही मैं जानना चाहता हूं।
डॉ. रघुवंश प्रसाद सिंह (वैशाली) : अध्यक्ष महोदय, कोका कोला और पेप्सी कोला की किसी एन.जी.ओ. ने जांच की और जांच के बाद कहा कि इनमें जहर है, इन्हें पीने से नुकसान होता है। हम जानना चाहते हैं कि सरकार में इसके लिए कोई जांच-पड़ताल अधिकारी हैं या नहीं या कोई एन.जी.ओ. जांचेगा, तब सरकार चौकन्नी होगी और उसके बाद भी चौकन्नी होगी या नहीं। इनके मंत्रिमंडल के एक सदस्य पहले कोका कोला के बहुत खिलाफ थे और अब वही सबसे ज्यादा पक्षधर हो गये हैं, यह रिपोर्ट हमें मिली है। इसलिए सरकार से हमारा कहना है कि कोका कोला और पेप्सी कोला को बंद किया जाए और मठ्ठा कोला और सत्तूकोला और देशी पेय पदार्थ जैसे दूधवाला और छाछवाला को चालू किया जाए। मठ्ठाकोला और सत्तूकोला हमारे यहां होता है, उसे चालू कराया जाए।
PROF. A.K. PREMAJAM (BADAGARA): Thank you very much. I will only give extra points. The global giants Coca Cola and Pepsi are actually following double standards – one for the European Union and USA, and another for the developing countries.
Alarming reports have come in newspapers – almost all national dailies have them today – about these drinks. There are dangerous findings that those drinks contain toxic elements like pesticides. In Plachimada of Kerala, there is a Coca Cola factory, where it is already found that the entire atmosphere including water is polluted by these products and also because of the effluents which are discarded by that factory.
I would like to know what are the regulatory measures undertaken by the Government of India to test and control these drinks. … (Interruptions)

श्री राज बब्बर (आगरा) : अध्यक्ष महोदय, आज देश के सामने पेप्सी कोला और कोका कोला जैसे पेय जल में पेस्टीसाइड्स मिले होने की गंभीर समस्या देश के सामने आयी है। …( व्यवधान) इन पेय जलों में ३० परसेंट से लेकर ७० परसेंट तक पेस्टीसाइड्स पाये गये हैं। इसके बारे में सब अखबारों में, टेलीविजन पर भली प्रकार से दिखाया जा रहा है जिसे सभी लोगों ने देखा होगा। …( व्यवधान) ये पेप्सी कोला, कोका कोला बनाने वाली मल्टी नैशनल कम्पनियां आज दस रुपये की बोतल के पीछे आठ रुपये प्रमोशन केम्पेन पर खर्च करती हैं। वे तमाम तरीके से चाहे अधिकारी हो, राजनीतिक क्षेत्र हो या कोई भी ऐसा क्षेत्र हो, उनको किस तरह से पैसे के जोर पर दबाया जा सकता है, इसकी उनके पास पूरी क्षमता है। मैं सरकार से यह पूछना चाहता हूं कि क्या वह सी.एस.ई. की मान्यता को मानती है, उसकी क्रेडबलिटी को मानती है? अगर मानती है तो आज के दिन यह क्रमिनल केस है। यह धारा ३०७ का केस है, अटैम्प्ट टू मर्डर है…( व्यवधान) धारा ३०२ का केस है। क्या सरकार इस बात को मानती है ? इस संबंध में एन.जी.ओज. ने जो कुछ कहा है, क्या सरकार उसे सही मानती है ? अगर नहीं मानती तो क्या कारण है ? मैं पूछना चाहता हूं क क्या ऐसी कोई कमेटी या संस्था इनके पास है जिससे इसका निवारण हो सके।

DR. V. SAROJA : Sir, I would only add to what all the hon. Members have already said. My first point is that Ms. Sunita Narain, Director of CSE should be given security cover because there may be some threat to her from these international companies. We should not under-estimate anything. Being a lady, she should be given special security cover.
Secondly, enough is enough, we have lost so many years and we have not protected human being as there is no proper regulation and legislation to regulate these soft drinks. Therefore, the Government should forthwith come forward with a legislation to regulate these soft drinks to protect our population.

स्वास्थ्य और परिवार कल्याण मंत्री तथा संसदीय कार्य मंत्री (श्रीमती सुषमा स्वराज) : अध्यक्ष जी, जो विषय माननीय सदस्यों ने सदन में अभी उठाया है, वह स्वास्थ्य की द्ृष्टि से बहुत गंभीर विषय है। केवल बच्चे और युवा ही नहीं, हमारी उम्र के लोग भी इन पेयों को पीते हैं, और इस विश्वास के साथ पीते हैं कि बहुत शुद्ध रूप से बनाया गया पेय इन बोतलों में भरा गया होगा। लेकिन रिपोर्ट से जिस प्रकार के तथ्य सामने आए हैं, वे चौंकाने वाले हैं। अगर सच कहूं तो कल जिस समय मैंने रिपोर्ट देखी, तो मेरी प्रतक्रिया भी वही हुई जो माननीय सांसदों की आज सदन में हुई है। इसलिए मैंने सुबह समाचार पत्रों में इस खबर के छपने की प्रतीक्षा नहीं की, इलेक्ट्रॉनिक मीडिया पर देखते ही मैंने संबंधित अधिकारियों से सम्पर्क साधा और यह कहा कि पूरे तथ्य हमारी मेज़ पर आने चाहिए। हमने इस विषय पर काम्प्रीहेंसिव रिपोर्ट मंगवाई है। जो सैम्पल्स लिये गये हैं, उनकी जांच करने की बात लिखी है। मनिस्टर ऑफ फूड प्रोसैसिंग यहां बैठे हैं। इनके मंत्रालय से भी हम लोग बात कर रहे हैं और मैं सदन को आश्वस्त करना चाहती हूं कि सारे तथ्य आने के बाद मैं स्वंय सदन में आऊंगी और आप लोगों को सारे तथ्यों से अवगत कराऊंगी। जो हम लोगों की…( व्यवधान)
