(2)No person shall erect or add to any building between a road alignment and a building line defined under Section 238 except with permission of the Executive Officer who may, when granting permission, impose such conditions as the [Municipality] [Substituted vide Orissa Act No. 11 of 1994 w.e.f. 31.5.1994.] may lay down for such cases.
